Deliberative Board

Antonia Frering

Co-founder and Vice-president of Instituto Desiderata’s deliberative board. She is an actress with a Literature degree from Universidade Santa Úrsula, and also studied Performing Arts at Mountview Academy in London. She is married and a mother to three children.

Arminio Fraga

Founding partner of Gávea Investimentos and president of the board of the Institute for Health Policy Studies. Member of the Group of Thirty and of the Council on Foreign Relations. He was president of the Central Bank (1999-2003), chairman of the B3 board, director of Soros Fund Management, and trustee of Princeton University (USA), where he obtained his PhD. He was a professor at PUC-Rio, EPGE-FGV, SIPA-Columbia (New York) and the Wharton School (Pennsylvania).

Gabriela dos Santos Paranhos

Over 10 years of experience with strategy, finance, and new business development in for-profit and social enterprises. Regional COO for Latin America at Generation, a global NGO dedicated to education for employment. Was the engagement manager at McKinsey & Company for practices on Consumption, as well as the Public and Social Sector. She was partner and research analyst at Argucia Capital Management and holds an MBA from INSEAD and a Bachelor’s in Production Engineering from the Universidade Federal do Rio de Janeiro.

Germana Lyra Bähr

Former coordinator of Strategic Planning and Special Projects at the National Institute of Traumatology and Orthopedics (INTO) in Rio de Janeiro. Pediatrician with a Bachelor’s degree from the Universidade do Estado do Rio de Janeiro (UERJ), and a medical residency at the Hospital Universitário Pedro Ernesto (HUPE), Executive MBA from COPPEAD/UFRJ, and Master’s in Administration from the Audencia/Nantes Business School.  Specialist in Change Management.

Guilherme Azevedo

Co-founder of Alice, a technology company that operates in the health sector. Previously co-founded dr.consulta, where he led operations, health, finance, and people. Formerly, he was partner and COO of AGV Logística, a leading logistics company in Brazil. Guilherme also co-founded GeneSeas, a leading fish farming company in Brazil. He is an Endeavor entrepreneur, board member of the NGOs rare.org, Instituto Desiderata, and Instituto Sol. Guilherme has a degree in business administration from FGV and is a Stanford GSB/SEP alumnus.

Guilherme Frering

Co-founder of Instituto Desiderata and President of the Board of Directors of Companhia do Vale do Araguaia. He was CEO of CAEMI Mineração e Metalurgia and chaired the Boards of Directors of Jari Celulose and Cimento Mauá. He has served on several boards in Brazil and abroad, including the Boards of LAFARGE Group (France), BNDESPar, Alcoa Alumínio, and White Martins. He was a member of the World Business Council for Sustainable Development (BCSD/WBCSD) and of the FUNBIO Council. He has a degree in Mechanical Engineering from the Pontifical Catholic University of Rio de Janeiro (PUC).

Maria Auxiliadora Gomes

Received her medical degree from the Universidade Federal do Rio de Janeiro (1986), Residency in Pediatrics (IPPMG / UFRJ), Residency in Public Health (ENSP / FIOCRUZ), Master’s and PhD in Children’s and Women’s Health from the Fernandes Figueira Institute, Oswaldo Cruz Foundation (2002). She is currently a researcher and professor of Graduate Studies in Children’s and Women’s Health at the Fernandes Figueira Institute. Furthermore, she is Coordinator of the Professional Master’s Program and Consultant for the actions directed toward Women’s and Children’s Health and Breastfeeding at the Ministry of Health. She has experience in research and management in the area of Children’s and Women’s Health, working mainly in the following areas: evaluation of programs, actions and technologies in health, perinatal and pediatric care, and children and women’s health.

Mark Albrecht Essle

Engineer and partner of the international consulting firm Kearney, an expert in the Automotive, Transportation, and Mobility sector with over 25 years of experience. He was Managing Director of Kearney for Latin America, and CEO and founder of ETB, Somos Educação’s network of technical schools and CEO of MatosGREY Advertising Agency. Mark is vice-president of the Administrative Board of Hospital Alemão Oswaldo Cruz.

Miguel Lago

Political scientist and executive director of the Institute for Health Policy Studies (IEPS). Before that, he was co-founder and CEO of Nossas, a civic technology organization and a reference in Latin America. He is also an adjunct professor at the School of International and Public Affairs at Columbia University (New York) and at Sciences Po Paris. His contributions have appeared in various news media such as The New York Times, The Economist, The Wall Street Journal, El País, and Le Monde. In 2019, Miguel was named one of the 100 most influential people in digital government in the world by the organization Apolitical.
